Sorgato calls this a Karabagh Mafrash and it is very similar to Caucasian Carpets and Covers Plate XXIV which Wright and Wertime called an Azeri Mafrash from Karabagh. In Sumac Bags Figure 32 Wertime refers to a related example as a Karabagh Mafrash. Is it Azeri? Possibly but Karabagh Mafrash works just fine as an attribution.
